- The Ronald Kendrick Memorial Award for Regional Collaboration: Malin Burnham, Bill Geppert, Bob Kelly & Peter MacCracken, Our Greater San Diego Vision
- Economic Opportunity Award: Bruce Boland, Thella Bowens & Robert Gleason, San Diego County Regional Airport Authority
